And we know that in all things God works for the good of those who love him, who have been called according to his purpose. (Romans 8:28, NIV)

1. Who is this promise for?

a. There is a limitation in this passage, not generally applicable to everyone.
b. This promise is spoken:

i. To those who love God.
ii. To those who are called according to God’s purpose.

¹¹ Yet, before the twins were born or had done anything good or bad-- in order that God's purpose in election might stand: ¹² not by works but by him who calls-- she was told, "The older will serve the younger." (Romans 9:11-12, NIV)

In him we were also chosen, having been predestined according to the plan of him who works out everything in conformity with the purpose of his will, (Ephesians 1:11, NIV)

¹⁰ His intent was that now, through the church, the manifold wisdom of God should be made known to the rulers and authorities in the heavenly realms, ¹¹according to his eternal purpose that he accomplished in Christ Jesus our Lord. (Ephesians 3:10-11, NIV)

He has saved us and called us to a holy life-- not because of anything we have done but because of his own purpose and grace. This grace was given us in Christ Jesus before the beginning of time, (2 Timothy 1:9, NIV)
